
Cambodia Condemns Thai Military for Violating World Heritage Site, Calls for Immediate Action
Phnom Penh, July 24, 2025 — The Ministry of Culture and Fine Arts of Cambodia has issued a strong condemnation against Thailand’s armed forces following recent military actions that resulted in damage to the Preah Vihear Temple, a UNESCO World Heritage Site. The Cambodian government described the actions as a breach of international treaties and a threat to global cultural heritage.
The Ministry highlighted that the destruction of the temple marks a serious violation of the 1954 Hague Convention, the 1999 Second Protocol to the Hague Convention, and the 1972 UNESCO Convention concerning the Protection of the World Cultural and Natural Heritage. Cambodian authorities emphasized that these conventions impose legal obligations on Thailand to respect and preserve shared cultural sites during conflicts.
In an official statement, the Ministry declared that it will initiate a detailed damage assessment, compile supporting documentation in accordance with international procedures, and seek justice and compensation under applicable law. The Ministry vowed to enhance cooperation with relevant national and international bodies to implement measures outlined in these conventions and to prevent future destructions.
“The destruction of Preah Vihear Temple is both a cultural disaster and a moral tragedy,” said the Ministry. “It has far-reaching consequences for global heritage and the national identity of the Cambodian people. We strongly condemn these actions and demand the immediate cessation of all shelling and military activity directed at the temple and its protected area.”
“The Ministry will conduct a detailed damage assessment, compile supporting documentation in accordance with international procedures, and pursue justice and compensation under applicable law. It will also enhance cooperation with relevant national and international bodies to implement the protective measures outlined in the Second Protocol to the 1954 Hague Convention.”
Cambodia reaffirmed its unwavering commitment to the protection and preservation of its cultural heritage, even amid armed conflict from neighboring countries. The government called on the international community to hold Thailand accountable for its violations and to support efforts to safeguard world heritage sites from destruction.
The Ministry concluded by urging Thailand to immediately cease all military actions, respect international agreements, and cooperate in the preservation of shared cultural treasures.
